In 1938, a stunt pilot takes a trial run in a racing aircraft in preparation for an upcoming air show. However, he accidentally comes into possession of a rocket-propelled backpack which is coveted by the Nazis. Cliff, together with his rocket pack, embarks on a dangerous mission to stop the gang of Nazi spies. In the process, he transforms from a very ordinary young man into a superhero.
