The text in Tengwar translates from Sindarin to "Elrond Peredhil, Lord of Rivendell, The Last Homely House East of the Sea" and the date, TA 2941, the year that Thorin and company meet Elrond at Rivendell before continuing on to The Lonely Mountain.
